Mid 16th century (in an earlier sense). From post-classical Latin legativus (already in classical Latin as lēgātīvus in sense ‘relating to legacies’ (attested in an inscription (2nd cent. a.d.)); compare also classical Latin lēgātīvum payment made to ambassadors for expenses (2nd cent. a.d.)) from classical Latin lēgāt-, past participial stem of lēgāre + -īvus.
